Collaborations



Demographic Information:
The Port Madison Indian Reservation consists of 8,000 square miles. Because the reservation is set in a checkerboard fashion, we serve children and families living within or near the reservation.

Type of Program:
The Suquamish Tribe's Early Learning Center houses Early Head Start/Head Start and Child Care Development Fund programs, serving a total of 97 children, ages birth to 12 years old, in center-based and home-based settings.

Effective Program Strategy:
The Tribe collaborated with other agencies such as, the North Kitsap School District's Teen Program and Even Start; Starting Early Starting Smart with the Tulalip Tribe; Olympic Educational Services District 114; Kitsap Community Resources; and the Port Gamble S'Klallam Tribe. This collaboration resulted in the multiple funded services such as, assessment of needs and strengths of the population in Kitsap County, enrollment and service area boundaries, referral of families between agencies, joint staff and parent training opportunities, and communication and problem resolution all provided at the Early Learning Center.

Through the partnership with Olympic Educational Services District 114, Kitsap Community Resources and Port Gamble S'Klallam Tribe, the staff helped develop a Community Needs Assessment.

Resources:
The Suquamish Tribe Early Learning Center's programs are funded by Head Start/Early Head Start programs and the Child Care Development Fund.

Results:
The Community Needs Assessment provided partners with valuable information in developing programs and assisting the community's children and families

This collaboration provides services that identify eligible three to five year olds with special needs for the purpose of a smooth transition of the child from the Early Learning Center to the public school. It also assists in the development of Individual Education Plans (IEP) in determining appropriate goals for the child as well as offering Even Start and Early Head Start services to teen moms and children. Overall, this collaboration helps strengthen programs and assists families involved in the Adult Education program and Head Start/Early Head Start programs.

Lessons Learned:
Develop a better understanding of the Head Start Performance Standards, related to Early Head Start Teacher qualifications. Keep in contact with all programs in your county, including state and federal programs. Combine resources as a key way of helping families and effectively running your program.
